I used audacity to set into correct format, it compiled into .sound just fine. I made them into a dialog and when I compile a map with them
tool said
"ERROR sound\spiral_sounds\spiral_dialog\taunt: speech must be mono, 22kHz. (ask matt if you didn't do this by accident)"
all the custom sounds from the dialog had that error
I go in game and no sound from dialog

in guerilla it said my sounds were 44kHz
so, how can I fix this?
(I tried changing the sound to 22kHz in audacity but it was slow motion sounding).
