Can scenery objects be rigged like a biped in order to help with animating?

Yes. Scenery animations dont sync, try to keep the collision static tho

I didn't know that. No they don't but if the animated scenery is just that - scenery - then it should not matter. The only time it matters is if it is user interactive or crucial to game play.
