I would turn this into a .dialog/dialogue but I don't have a sound editing tool.
Its elite dialog http://downloads.bungie.net/audio/speech.wav apparently this is from reach, it meant some thing like "WE WILL BURN THEM TO THE GROUND TEAR THEIR FLESH WITH OUR TEETH SKIN THEM SINEW AND BONE FOR THE HONOR OF THE SANGHEILI NO MERCY ***cheers*** NO MERCY ***cheers***" maybe someone can make into dialog? I was thinking more of copping the speech up and making it into many .sounds to create a .dialog
