Nope. You can't run commands from another server unless you know their RCON password.
Also, that's a reason why you never give out anything unfinished to people you don't know. I give out my maps to my best friend simply because I know him outside of the game world, and could go kick his ass if he did something like that :P |

I think you can give your map a permanent RCON using script continuous so that it can't be changed.
