TBH anything newer than 2005 or such should run halo 1 fine.

The year of the computer doesn't determine if it can run it or not. That's an intel graphics card on a $300 laptop, I wouldn't bet on it running well, if at all.

my GMA 3100 was able to handle it very poorly. 30 fps average at 1280x1024. and it had some weird lightning like rainbow, when i turned specular on.

It should run fine, for a while I ran halo on an aspire one with decent fps, wasn't great, but it ran.

If my 1990s computer with 700mhz can run halo, then I have no doubt that laptop will be able to do so as well.
As for the Intel graphics card, don't worry about that. It should run just fine. As for the year of the computer, pretty much any computer made in 2002+ should be able to run halo just fine since that's when graphics cards below 64MB were no longer being made, and computers were using Intel Pentium 4 and up.
