So let's say I ahve a BSP that is all one mesh. If I apply a smoothing group to it, then it will be smoothed (duh). If I export it with out taking the smoothing group off, then the map will export looking good, and not pointy and polygonal right?

A smoothing group smooths the edges between the selected polygons.

If you apply smoothing group to polys in max it will be smoothed in Halo.
