When I try to compile any sound from MW2, using the ogg format I get this:
04.30.11 22:26:31 tool pc 01.00.00.0609 ----------------------------------------------

04.30.11 22:26:31 Ogg encoder failed to initialize: Possible reason could be asking for a mode that libVorbis does not support ( eg. too low a bitrate).

04.30.11 22:26:31 EXCEPTION halt in .\import_sounds.c,#692: new_size > 0

Also, if I try to complie it using wav, the sound does'nt play.

Any help would be great.

If i knew what bit rate is 9maybe you do)

DATA need to create a folder "X"

then you need the Audio 22050Hz or 44100Hz WAV and put in your folders
example in my case

given \ sphinxbio \ sounds \ codmw2.wav

and CMD: The command is ...

tool sounds sphixnbio \ sounds ogg 1

try and see!
