I can't tell if you're trolling or being ignorant. Either way, Spanish speaking players are most likely living in a Spanish speaking country (read: not America) and as such, their servers are FARTHER away from you. This results in a larger ping (the amount of milliseconds of delay between you and the server). The farther the server is, the more ping. If you want a low ping, play on an American server. It's not rocket science.

In addition, many Spanish speaking nations are third world and so can not afford or simply don't have conveniant access to top-of-the-line electronics, as many of us are in North America and Europe. New stuff comes out around here and it's pretty expensive, even more expensive to a foreign nation that has to import it. Once said products are common or old, their value goes down, and there starts to be increased consumption of them. So what basically happens is the goods in these countries tend to be a couple years behind ours. Almost like hand-me-downs between nations. This is also the major reason why Spanish speakers are the largest demographic who play our little ten year old game. I have an uncle who lives in Costa Rica and he got his first computer a few years ago. Needless to say it's pretty darn slow.
