So if I make a plane in Gmax, let's just say that that was my map, nothing but a flat plane. But I made a box for a frame and attached my plane to the frame. Then I could export the plane as a map without defying the rule about open edges and not getting the error: "there is no geometry to export." Could I do that?

no. You can link multiple objects to a frame, but an open edge is still an open edge. You can have render only ones.

Would a flattened box not do? Then it's almost a plane, and will work in the Halo engine! Just give it a little bit of depth, and you're set. :D
