What command were you using when you got this error? I'm pretty sure errors in commands other than the structure command are written to a different wrl file. I believe it's debug.wrl, but I can't remember for sure. It only produces a "levelname".wrl if you actually build the structure of a level. If it's anything else it doesn't do it.
