what script command makes a Biped/Actor preferably actor, speak a sound file?

The way to do this is indeed a biped.
(sound_impulse_start "path\to\sound\tag" "biped_name" 1)
That is the most direct way to make a biped speak (he will automatically move his mouth, dialog tags contain "mouth data" which is a small mouth movement and head bob).
