I would like to make a bitmap. How do I do that? I have Paint.net. The links for the tutorials didn't work in Ghost's Index.

make a bitmap, sizes must be a power of 2, save in data/folder name
in tool type, tool bitmaps folder name |

Also, you need to save it as a .TIF file.
