I'm going to make the argument that gore is not scary, it's shocking but not scary. IMO there's a proper formula to making something scary and I would love to see someone try to pull it off.

Yeah, basically this.
@OP: If you want something scary, play Amnesia: Dark Descent. That will give you an idea of what "scary" is.
Gore is shocking, and can be scary if used right, but just splattering blood all over the walls isn't scary. Maybe at first it will give the player a sense of foreboding, but then it gets old fast.

If you want to make a scary map you need to figure out what people are afraid of first. Blood and gore dosnet affect people that much anymore sue to the fact its everywhere now. Find something that truly scares people, that will awaken there fears.

I know. a new flood attack.
The flood holds up lets say a grunt, then stabs those knife-things on his arm repeatably into the grunt.
Or a sentinel that grabs onto covenant/flood/marines heads, and starts stabing them with a type of knife(in the head, duh)

You also gotta think about if someone is actually willing to do the work. If you are imagining this to be animated really really well, it probably wont happen. And I think the tentacles on their arms are not strong enough to penetrate a skull. They are used morely as whips if I imagine correctly.

If you want a horror mod you have to include the right elements. Yes gore "can" create the right atmosphere, but the best tool for horror maps/games is paranoia. Through out the entire are of Vault 34 in Fallout 3, I was paranoid that one of those dead HEV subjects was going to either jump out at me, or be right behind me when I turned around, but they never were and that made me more paranoid.

Not a map for you then. Flood aren't scary, they're like some stupid fungi infection. And what's even funny about the idea?

The problem with flood is they lack gore (yes, I know it's overused, but it's still better than green slime coming from mushroom people) due to the infection changing the colour of the entire organism.

Flood should not change the colour of the host organism, kinda like human flood in Halo 2 (I think they retained the colours, right?), and during infection animations more emphasis should be made with the necks getting destroyed and the chest being opened for the infection form to enter, and the blood should be the same as the organism's original colour.

Also cannibal flood would be a good addition, when two or more larger combat forms rip apart a smaller one and extend some tentacles to take the ripped parts into its own body.
Flood animals would also help create the atmosphere.
Speaking of which, fear is also created greatly with the atmosphere and not only visually disturbing things. Music and ambient sounds are always good, and some ominous events or marks in the environment can help too.

some cetain music and effects sound will help give the fear and suspense effect

lighting would be very important as well,as far back as (DOOM)
the music, sound effects and the light was what gave the best effect required.

that's where your sound effects are going to come in handy, make the player think that the enemy
is just up ahead of them to give the (i need to expect something here) feeling.

Make it have 100's of flood infection forms, and have the player have no shields. That will scare them, or make them angry...

Dead Space is probably one of the scariest games I've played, they hit everything dead on when it came to making the game scary. While lighting plays a huge part in creating fear sound plays a much larger part. Successful horror games always use sound to instigate the players fear.

Dead Space did this by constantly having sounds beyond the walls, ceiling and floors. Players never knew what to expect but always prepared for the worst making, which puts the player on edge. It's as though the game didn't need to do anything other than make noise to create fear in the player.

Silent hill 2 was the scariest game i ever played. it had nothing on dead space.

Blood and gore has no affect on me so thats why gory games dont scare me. they just gross you out.

A real scary game is when u get into the game so much you think you are that person, so when that person losses everyting you lose it all. When hes alone your alone, when hes dying, your dying.

that's true, silent hill had a much more frightening, disturbing atmosphere to it than most "horror" games, even by today's standards.

games seem to be drifting away from the whole unexplainable, somewhat magical style of horror to more of a scifi "omg this could be so real" style

The original Silent Hill will always be my first "OMFG I can't sleep or play this game with sound on!" haha Silent Hill 2 was good but I still found the first one much more horrifying, this probably has to do with it being my first experience in Silent Hill. Oh and Silent Hill 4 had some imagery that still freaks me out, even though I only live in a studio (there's no place for anything to hide) the thought of waking up to see my door chained shut freaks me the hell out.

But Dead Space is holding the title for me right now as the best horror game I've played, games like Resident Evil and Silent Hill were really scary but they never really felt good. DS is a well rounded with solid gameplay, horrifying environments and an intriguing dark narrative.
