You need to create a texture, then turn it into a bitmap.
If you need to know what to do after that you need to watch some tutorials. :)

I would like to know how to do this too. Do you create a scenery tag, maybe?

(make sure it's in the proper halo dimensions.) then you just use that tiff like any other bitmap in your CE directory.
