Yeah, they're corrupt. I had that a long time ago but I didn't know how to fix it. I would suggest reinstalling HEK, since those bitmaps should come with the HEK (I know the second one does, not sure about the first one). iirc when I tried re-extracting from a map with HEK+, that didn't fix it for me, but it's worth a try.

no they are not corrupt. These are noise bitmaps used in sky shaders to simulate twinkling.
However, some corrupt bitmaps may look like that once they are corrupted, but will have alot more fragments with colors of the original bitmap
