You could make the enemies cell shaded, but that would take some work. Theres also an Open sauce thing for post prosseccing that I think can do that.

It's possible through model permutations. You set the model permutations of the enemies into a permutation with the addition of the glow as some sort of attachment, and make it triggered by the flashlight. I'm pretty sure that's model permutations, and I've definitely seen it done by HDoan.

Only bug with having to do it through tags is that the number of tris rendered on your screen at one time is doubled, which could cause an FPS drop.
