I take it you have .tif files in the data\levels\bliss\bitmaps folder? If so, then you're first command should work. When it says 'bitmaps source-directory', it means you say tool bitmaps levels\mapname\bitmaps But of course, you had that the first time, so I'm not sure what your problem is.

Yeah everything you run through tool (pretty much) MUST be in your data folder, or you get errors like that. You also have to preserve the hierarchy, or it won't work.
To fix your error, which, by the way, is actually expected, open up your newly created tags in guerilla (these will be in your tags folder, in the same hierarchy that you set up in your data folder) and scroll down a little until you see the format type. From the drop down menu, select 'compressed with explicit alpha', save your changes, and run the EXACT same tool command you did to create your bitmaps. The error should disappear. If it doesn't, I don't think you need to be concerned about it. The error deals with compression rates or something, but isn't game-crashing.
Do this for every single bitmap you made. If it was already provided by Bungie, chances are it won't need tweaking in Guerilla. This procedure should be done for every new bitmap you introduce.
