Yes, I have .NET Framework v4 installed just recently. I restarted my computer if that helps. But still, HEK+ won't work for me. v1.0.3.0(the one with the installer) says I need .NET Framework 1.1.(something) before running the setup. The 12-17-06(the latest one I could find) doesn't work either. When I run the .exe file, it just gives me a blank screen, a useless status bar, and a scrollbar, useless as well. It also shows that cursor Windows shows you when you point at a text field.
I'm gonna try another version, and if that doesn't work, I'll keep watch of this thread. If that still doesn't work... well I'm quitting.

Right click on the HEKPlus executable or shortcut you use and select the compatibility tab. Set it to Windows XP service pack 2 and check Disable Visual themes and Disable Desktop composition.

That's one thing. The other thing is, there is no 'Disable Desktop Composition' option, just the other one. Ok, I'll try it. I just realized that while I had 4.0 installed, I lacked the 1.1 installation. Ask Microsoft. Edit: Yep, 1.0.3.0 managed to detect the 1.1 framework and started the installer. The instructions I gave are for Vista or Win 7. A lot of notebooks still come with XP as a default OS, and some use it for compatibility and stability. Though I guess Win7 is just a new OS, and Vista has too much security and takes up a lot of resources, so more people have problems with those systems. Nevertheless, the problem's solved, though I appreciate you trying to help.

TBH Dennis, I shouldn't be running XP SP2, but actually I am. I have been for 8 years. I need to update my PC, but right now I have other things that are more important. D:
