I make this topic for help whit debugging to people who have this problem. I had it myself and I found out how to solve this.

ONLY USE THIS TROUBLESHOOTING IF YOU ARE SURE THAT YOU HAVE THE SYMPTOMS AS DISCRIBED! ONLY USE IT IF YOU KNOW HOW TO AND IF YOU HAVE EXPERIENCE WHIT WINDOWS CONFIGURATION! USE OF THIS TROUBLE SHOOTING AT YOUR OWN RISK!

DOING THIS WRONG CAN SERIOUSLY HARM YOU COMPUTER!



--------------------------------INFORMATION-------------------------------------


Symptoms:
-If you go to multiplayer -> internet and click the 'get list' button nothing shows up.
-Some websites don't load in your browser.
-During surving on the web or during gameplay an extrodenary lag occurs.
-This problem can occur and any time unexpected.


Problem:
The problem has to do whit the MTU settings. MTU stands for Maximum Transmission Unit and in basic terms, it defines the maximum size of a packet that can be transferred in one frame over a network.


Solucion:
Your current MTU setting is probely 1500. It has to be 1492 in order to solve the problem.
You have to try differnet settings for this but the most commen are 1500 and 1492. One of these two normaly solves the problems.
Beware, The problem can return on long term. You will need to do this again. In oder to solve it again.



--------------------------------HOW TO DO IT------------------------------------


Windows 7:
-open comandprompt
-type: netsh interface ipv4 show subinterfaces
-don't forget to hit enter ^^
-you probelby see something like this (does not have to be exactly the same):

MTU_______MediaSenseState__Bytes In___Bytes Out Interface
----------_---------------_---------__---------_ -------------
4294967295__1_______ 0______ 13487914___Loopback Pseudo-Interface 1
1500______1_________3734493902_ 282497358 _Local Area Connection

Notice that I had to replace spacebars by _ here just in order to post it.

The intresting part is the second line. The 1500 is the MTU setting that we want to change in 1492. You might have something differend instead of 1500. Also you need to know the end of that line: Local Area Connection
This can also be very different but whatever stands here you need it in the next stap

- now type in cmd: netsh interface ipv4 set subinterface "Local Area Connection" mtu=1492 store=persistent

As you can see the Local Area Connection is filled in between the " " . You do need to type the " ". However you need to replace the Local Area Connection by what you read on the end of the line from the previous step.

-don't forget to hit enter ^^
-If everything went well you receive the message 'OK.'
-You can now reach microsoft.com and Halo functions the way it should!



Windows xp:
You need to change the setting in the regestry using registy editor (run regedit). you can find information on how to do that here: http://www.pctools.com/guides/registry/detail/280
Note: If you can't find any value called MTU you need to make it yourself in the same key as the ip adresss is difined.



Windows Vista:
I've no idea how to do this please google it.
