Well I have my own ideas but this is a community so I wanted to here your ideas and opinions.
It's for my hammer effect and other h2 purpose's.

Not sure if i should say this, but H3MT used some kind of spawned biped effect where it spawns a big ball model, and it has the active camo shader.

Whats wrong with saying that? that's the most common method I know and hear of.
Just want to see if someones got a better method.
Besides the ball itself is not distorted just around the outside of it.

I'm pretty sure that's the only way to simulate distortion, using active camo bipeds.

Distortion? That's easy; turn up your volume around +20dB
Unless you mean refraction. In which case, use active camo shaders.

Oh just spend the money and get BOSS distortion. Only distortion you will ever need.
