If you use any content created by someone else it is only proper that you acknowledge the author of the content regardless of how you acquired it. There are no copyright issues with any of the user created content because Microsoft/Bungie holds the copyright to all thing related to the Halo game. Some people can't get their head around the fact that you can't own the Halo content you create you can only possess it. Ripping and releasing without permission or credit is bad. It's best if you get permission and fully credit the author and of Course ask to release and so forth. If they say yes/no you still have the ability to do what you want, but it's best to stick to respect and do as the original creator of the content wishes.

Ripping tags and releasing them without credit is completely legal as far as halo goes. However, it is polite to thank someone and give them credit when you use these tags, but it is not required.

Go ahead and release them, basicaly once youve uploaded the map you also uploaded your tag set.
So what you guys are saying is they can use the map. but not the tags inside of it?
Thats like getting a puzzle and saying you can look at the Box but the pieces are not included.

Thats like getting a puzzle and saying you can look at the Box but the pieces are not included. This is a terrible analogy and you know it. You don't need the source files to play on a map.

to answer the OP's question, no its not illegal. you are free to use any ripped tags you want, but as dennis said, its only proper to give credit where credit is due.
as for the debate between the "morality" of ripping tags... please, find a better word to use than morality. it isnt a morality issue. secondly, you can throw around your opinions on why Thor will ride down on a cloud of thunder to kill you and your hamster if you rip tags, but ultimately its not illegal, and nobody is going to change their mind about the topic. those who want to rip will rip, and those who dont will not, regardless of your opinion.
