I could use help with this also, I have looked at a few tutorials on water trying to get the fog to work right but it refuses to appear.

Make a plane in 3ds max where you want the fog, make a new submaterial, name it +unused$, link it to the frame, export normally. Then in sapien go to: mission-> cluster properties-> palettes-> fog palette-> new instance
name it whatever, click the ... and go to tags\levels\test\chillout and find chillout.fog and double click it. change the fog scale function to 1 Now, what the fog plane does is it divides your bsp into 2 areas, one on each side of the fog plane You'll want to go to just plain "fog" in the heirarchy view, and move the camera to whatever side of the fog plane you want the fog to appear on. Now, in the properties palette, select your fog. It should automatically switch. Then save it, and it should save the bsp, not the scenario. Then back out and just click on something like scenery or vehicles, and save it again, now the scenario is saved. That's it.

I'm assuming you're just modding a map. If you don't want to export the BSP, and readd it later, just set the sky to the chillout sky.

just to add to what has been said...
the normals of the fog plane should point away from the area where the fog will be.
name the plane fog$, link to frame.
follow the the HEK, the Population section covers putting fog in Sapien perfectly.

You're saying that as if a purple sky was bad. Technically, this method was one of the first things I tried on my first ever bloodgulch mod XP
