You can make any games campaign for Halo Custom Edition. It's the process of modeling it and scripting the maps that make it complicated.

2. In halo 1 (PC, Xbox, Custom Edition) If you kill an enemy how does it let the bodies show up exactly where you kill them (In videos)? In most games there is a generic body 'place' or there are no bodies at all?

What do you mean? A common method for cinematic events would be to use two bipeds and script one to shoot the other, if that's what your referring to.

why are you talking in 3rd person?
Anyways, the cutscenes are actually just player control disabled and the camera zooming around the room you were just playing in. The way characters interact is using recorded animations which are basically world-relative animations. Gearbox did not include the tools to make recorded animation, but .jmw animations can basically replicate it.
