I'm changing the storyline time to 2550 then, because:
a) PoR dialog I have is from Halo 2, where he sounds old. b) A certain character makes an appearance in there that looks like he's not any younger in Halo: CE.

Oh damn, its been so long and I've yet to make significant progress beyond the starting cutscene (which basically just consists of a Zealot telling stuff to the Prophet). The ODST drop sequence is giving me a bit of a problem, on top of that, I still need voice actors.

I wish to use the command you gave in a script similar to the one above. For example, if I want to refer to the player, I just use "player0". I meant: (unit (list_get (ai_actors [AI]) [INDEX]))
I typed code because I was doing the html code things. As for using a static unit, you could do create one using the AI, but the problem with creating static units for AI is that there's too many of them, and it's unfeasible to create a new unit for some AI person that's probably going to die anyway. If you do wish to refer to the elite as elite1, you could create a biped, name it that, and attach it to the AI encounter by using the (ai_attach [UNIT] [AI])
command.

I tried out the energy sword switching concept on a test map. But, one thing I can't get to work is that whenever the elite has its shield down, I can't get the other elite with the sword to take it's place. Instead, it spawns somewhere else.
