The tower refers both to the sniper tower in the Wartorn Cove series of maps, as well as the Tower Crew, which was a clan of sorts that spent a lot of time on the Hive server which was 24/7 Wartorn Cove CTF. This was back in 2004/2005. Tower Crew takes its name from the eponymous tower, as most of the fighting in that map takes place near the tower.

I don't know what you mean by the admin tower. If you're talking about the very large column in the center stretching to nearly the top of the map, that's just the way I decided to model the map; nothing exciting there.
If you're talking about the invisible platform at the top of the waterfall, I put that there just for fun while I was testing the map. I think if you cheat_all_vehicles, the vehicles will respawn up there and fall down the falls. That invisible platform is actually the same scenery I used to block off the tunnels in Snowtorn Cove.
