I are legion?

Whenever I try to download a file it just loads and nothing comes up. How do you fix this?

do you see something like "downloading from site ftp://www3............." at the bottom of your browser window?
if this is so, just wait and do other stuff on your comp while waiting for your download to complete, then after completing downloading there should be a pop-up window with the files you just downloaded.
don't be fooled when you see the "Done" message when there is still an hard disk icon beside it, because that doesn't mean anything and your file hasn't completed downloading.

note: works for IE only.

Similar in firefox, except it's "Connecting to ftp://", and that "done" message shows up on pretty much every webpage when it isn't loading, other than "stopped". But if it loads, chances are it shows that message(not the one that says done or stopped).

And yes, your file hasn't even completely started downloading unless a file transfer(or usually download) window shows up, or in firefox, the "1 active download" message at the bottom right.

Your firewall or anti-virus/internet security program is blocking port 21 for FTP transfers. Did you run the test as listed in item 4 of the link given in the second post?

dont worry I downloaded a new browser and it works.
