Crysis 3!!!!!!! All I have to say. :D

can you make a bsp that just has the lights integrated as part of the bsp (Meaning) not a render only plane that is separate from the rest of the model. I have never done this before and don't want to model it that way before i know. For some reason, when i am doing it as a render only plane i am getting this

"a surface clipped to no leaves "

it is set apart form other planes a bit as it should be a=so i don't know why it isn't working

Surface clipped to no leaves is a lightmap failure. The reason why is there are either deleted vertices, leaving invisible faces overlap the other faces. A simple fix would be recreate the face, or make it planar, or just move the vertex around. Press alt x to view 50% opacity, and you will see it.

did that and recreated but it didn't work. Could it be a problem with the exporter. I am using the ghosts jms exporter, but i highly doubt that is the problem

Just use scenery for lights...

You have not.
Few good light scenery have been made, and they only work in the immediate area of where it was placed.

that's what i was told i think. But can i instead of just making the planes for lighting separated from the main model and render only, just have them connected and keep the collision? It may look a little weird but this is mainly just for a bitmap testing map.
