You could always try running Radiosity in Sapien...

The easiest way is using Sapien. To use Aether, you have to run lightmaps in Sapien or tool first.

Tool++ doesn't always do it right. Do it in the normal tool.

1) You didn't type "tool". 2) You weren't supposed to add the arrow things. 3) Your scenario wasn't in the tags folder. 4) You used the wrong syntax. 5) You're overwriting the original bloodgulch.scenario.
First step to fix. Open HEK+, and click the yellow gear. Find where it sets the output location. Click the "Use Registry" button. Then, re-extract the scenario. Browse to that directory in Windows, and rename the scenario to something else, like modgulch. Then, in cmd, type:
C:\Program Files\Microsoft Games\Halo Custom Edition>tool lightmaps levels\test\bloodgulch\modgulch 0 1 0.9
Hit enter. Wait for it to go to the next command line. If there isn't an error, you're done.

Aether is used after running regular lightmaps,
after that you open aether, select the scenario, extract it somewhere and load the lightmaps model in whatever you use.
then you use some light stuff you prefer, there are several ways, and you light it the way you want it
then you render it to texture, and swap it through aether with the other lightmap bitmaps
thats all there is to it, it's not hard at all
