For the first thing, try giving your shield meter and the shield background the same anchor points.

I'm assuming that's supposed to be the shield / health meter. Are you referring to it's placement, or the fact that it's empty?
As for the visor overlay, either
a) Add it into the unit_hud_interface,
or
b) Create a new weapon_hud_interface, specify it as a static element, and reference the new weapon_hud_interface inside the master weapon_hud_interface and master plasma weapon_hud_interface.

Then make sure both of them are in the same position on there actual bitmap. Before you compile, make sure they line up pixle for pixle. Then give them the same anchor points and they should line up ingame.

Set the HUD to align in the center. That way, they'll appear in the center.
