I've had this problem for awhile now trying to test my tags in Bloodgulch, so I will get straight to the point. I can open maybe two scenarios in sapien, and the rest close right after they load up. Here's my debug for that:
07.02.09 18:50:44 sapien pc 01.00.00.0609 ----------------------------------------------
07.02.09 18:50:44 reference function: _write_to_error_file

07.02.09 18:50:44 Couldn't read map file './sapienbeta.map'
07.02.09 18:50:44 CreateDevice succeeded with refresh rate = 0

And, I tried to compile the maps that DO open in tool. They don't compile. Here's my error for that:

Get rid of the "no more tool errors" program and try with normal tool.

first open up HEK+
then open up a random map since your doing bloodgulch ill do that just to walk you through
Open the map the HCE maps not HPC
then open Bloodgulch
go to the bloodguch click it not the plus sign
then go over to all tags
Select all so they are all highlighted
right click and click extract to
C:\Program Files\Microsoft Games\Halo Custom Edition\ tags

you should see a little loading bar
once its gone the scenario etc should be in the
C:\Program Files\Microsoft Games\Halo Custom Edition\tags\levels\test\bloodgulch
!
hope that helped a little
