Breakn' Stuff to look tough.

In my map, I'm using light fixtures instead of ambient lighting. I've turned off both indoor and outdoor lighting in the sky tag.

When I run radiosity_quality 0: I get almost no light from the light fixtures and a little ambient occlusion.
When I run radiosity_quality 1: I get way too much light from everything, both ambient and fixed.

I shouldn't get ambient in the first place if it's turned off right? what is wrong?

ps i've looked through shader parameters and have turned off all self lighting options, though it sucks because they don't look as good as they did.
