is there a way to enable decals on a computer that doesnt have transformation and lighting

that is going to take alot of time, what i was wondering is there a way to bypass the lock on the decals because it wont let me change my

Um, there is no "lock" that disables features like decals. Your video card simply was not built for gaming and does not support these features, and therefore it cannot use them.
