How do you upload TAGS NOT MAPS TAGS to halomaps.org? Because I was gonna make some fixed tags of the H3T tags.

EXACTLY the same way you upload maps. Put them in a .zip folder with pics + readme and send them to halomaps from this link: http://hce.halomaps.org/index.cfm?pg=60
