Well heres my idea, I was thinking maybe we could make a tear gas or a fume grenade that when you throw it after like 2-3 seconds it starts pouring out green smoke and either will 1. damage your shields and health for a certain ammount of time. 2. make you dizzy and then after 2 seconds of being dizzy your screen goes black for 5-8 seconds.

so... what do you think? is it possible?

Your in Armor. It wouldn't effect you. The shields and health going down is possible but I don't know about the dizzy and screen going black for 5 - 8 seconds. It sounds to me that in 5 - 8 seconds you could be dead.

maybe in a map where you can as something not in armour which covers your face but what do you expect, its halo, the flares do not work in real life either because the visor would filter out harmful light

To make it spew an expanding cloud of smoke, give it's detonation effect a sequence of damages and particle systems, the damage effects doing only stun damage and slight health damage, with the radius getting bigger while the damages lower as the series progresses. Similar with the particle systems, expanding and thinning. Start without a sequence, just one event, get it set up right for particles, damage and whatnot, and then duplicate it and edit the durations, delays, radius, and it's copy of the damage effect's damage and radius, and maybe stun time.
If you reference the effect from the projectile's 'detonation started' tag reference slot instead, it'll start spewing when it's thrown. Then you might need to mess with the timers so it has time to finish it's effect

Been there , done that , what you're describing sounds like a Carrier Flood form detonating.
Idk about the black/white/whatever screen you're talking about though.

a bullet's decal is a bullet hole. a grenade's is the ground scorched. A chem grenade's might be a small puddle of green or something

Really? So if you were to change the spray can projectile decal to bullet holes, bullet holes (Or very pixelated bullet holes) would appear on your visor and on your HUD? That's cool.

If the projectile's material response for glass is an effect which creates a bullet decal, then sure
