Can anyone tell me how to add rain to my map? I have searched but I cant find any such tutorial.

Add rain to your weather pallette and then add rain to the sectors you want it to rain, like only outside

use the c10 swamp bugs and rain weather_particle_system tag. in sapein..add a new weather and add the partcle_system to the pallete and then assign it to whatever area you want it to be.
