uuhh i've tried dev several time and it wont work i need some help, i think my halo ce is in safe mode.

^I love your logic.

If CE is has real crap graphics, no specular or anything, no detail maps, then you're most likely in safe mode. Start it using the original haloce.exe program.

ok it's not in safe mode but dev isn't working still.

it's not just pressing tile (~)
use the command line parameter and add -console -devmode
or use alldev to use it online

Do not use it to cheat on your own server.

Its a line of text added to the target of the properties of an icon. Basically, right click the icon, and under target, add -console -devmode at the end of the target, so it looks like "[directory]" -console -devmode

http://hce.halomaps.org/index.cfm?fid=1099 - download this, run it, run halo, press page up, then either ~ or ` depending on where your keyboard comes from. don't do -console -devmode, its confusing.
