That was scripted in the map made for the machinima. So that holding Q makes a marine mouth stay open, letting it go makes it close. I don't know the script myself so maybe someone else can gave it to you.

I lol'd at this topic. There is a devcode to make marines talk, but the sound tag must be used when compiling the map, and even then, the sound will be played over speakers, not through the marines mouth. To play a sound, you would type (sound_impulse_start [sound file] none 1)
Of course, I'm not sure that will make marines talk. And must you always say, "Umm yea you can" That gets on my nerves. Well, good luck making marines talk.
