its not scripting. Rip a map with one in it and examine the tags.

Its a damage effect. Create a trigger volume, and cause the damage effect to occur whenever you are in that trigger volume. At least, that's my guess. I don't really know how.

ive seen grav lifts where you dont see the damage effect thing below you, though.

or they probaly made the damage effect harmless.

If you make it harmless, the arrow still appears. For example, in the Spectre, if you have many marines inside, and boost, they will leave a long trail of blood, but they won't take any damage.
