You can pretty much get a scorpion model anywhere on the site, but getting it for destoyable parts takes scripting.

H3MT takes care of most Halo 3 Modding, and does a good job of it. You can ask them about it, but last time someone asked for some of their tags, it started a flame war.
Not to mention that HDoan is the leader of H3MT. It would most certinally involve him, and not only would he not stand for it, but i concider him to be a bit of an ass.
As for destructable vehicles, weather it be fully destroyable or just wreckable, its kind of difficult with the scrpting.
IF it could be made so a vehicle dakes vidible damage of varying degrees and the damage is undone after a while, just automatically, that would be an interesting effect.
