I've seen people do this before where someone does a super jump, spawns a ton of weapons or spawns a lot of vehicles, but how? (someone please tell me!)

Doesn't matter if you're in-game or not, just double click the alldev. Press page up to activate it, or page down
to deactivate it. This WILL work online so you can cheat_all_weapons, cheat_all_vehicles, etc.

Double click that, and it should show up like it is in the picture.
It's a hotkey program. As shown in the picture, press something like, F1 while console is on, it will input (really fast on the console):
cheat_deathless_player 1
[Enter]
sv_say Deathless•Player•Activated
[Enter]
And to deactivate the cheat, just press the same thing again, or type it in yourself.

when i start halo developer mode(the CE add on i got with HEK), it only says i can start LAN servers
