open up the editing kit plus and load the map you want
select all of the folders and say 'extract to' and then your tags folder, which is in your Halo Custom Edition folder. Make sure that the checkbox that says something about original folders is checked.
After it is done extracting, run Sapien, and open up the .scenario you just extracted tags for. it should be in 'tags -> levels -> test -> *map name' if it is a multiplayer map, and 'tags -> levels -> *map name' if it is single player.

when sapien is accessing the files, it looks in designated places in the tags folder
you can have quick reference tags elsewhere, but the tags used in the scenario must be in the tags folder

No they must be in the tags folder or the hek+ will not extract them into the scenario. And sapien ony reads .scenario files.
