Here are my more specific steps:

I downloaded scenario files for all my maps from halomaps.org.
I then cut them all (after backing up all my files from test) and I placed them in my test folder.
I opened tbloodgulch with sapien after loading all the vehicle tags in guerilla in globals.
Then placed all kinds of stuff including a dr. pepper can as an easter egg.
I changed the sky to gephyrphobia.
I saved.
Then I compiled it in tool and you know the rest. Exception.

^What can you make of that?

1)You have grenades in your starting equiptment or a weapon that cuases exeptions
2)Your trying to play the map on a game it dosent have the netgame flags for
Try playing on a sniper only gametype and see how that gose.

I compiled the scenario he gave me and got no exemptions.
I told him to rip bloodgulch and check overwrite to repair his globals ( as i presumed that was the problem) but that didnt work either.
He is using the a modded bg scenario so all flags and starting points are set.
There are no grenades in starting equipment.
Scenario is set to multiplayer.

Actually, I was not able to extract the files. My HEK+ just froze and quit.

Because I had this problem. To fix:

Right click HEKPlus.exe and go to the Compatibility tab.
Make sure "Disable Visual Themes" and "Disable Desktop Composition" are checked.
Apply.

You should now be able to run it at the expense of Aero being disabled while HEK+ is running.
