I don't think it can. But you could start everyone off unarmed and make them have to pick up weapons inside each base. You can set different weapons to spawn that way.

In wm combo, it wasn't changed by team. Starting equipment refers to item_collections, and you can refer to as many weapon tags as you want in just one item_collection tag. So, because there's more than one, the game is forced to randomly pick one, which is what was done for the starting equipment and for a lot of the netgame equipment around the map.

in wm combo it was done using several permutation item collections. if you want to know how to do that you can download this tut pack http://hce.halomaps.org/index.cfm?fid=3160 and view the Item Permutations tutorial. it's text but really easy to follow.
