It all depends on your budget. You can build a rig for ~$500 which would be plenty for modern games. I would not recommend an old card like the 3870, for $15 more you can get a previous-gen 6670 which should be plenty for OS. As far as the processor, stick to Intel, they outperform AMD at almost every price point. 4GB RAM at MINIMUM. Unless you're overclocking or using a high-end graphics card, a 500W power supply is the most you'll ever need. I'd give this guide a look, as well as sites like Tom's Hardware or AnandTech for reviews and recommendations.

Flashlight flickers for me too. Radeon HD 4650, Win 7 64-bit.
How do I set the FOV with Blu Trainer? The keyboard shortcut menu says nothing about it, but I know it's possible. I alt-tabbed out of game with the trainer running and when I got back in the FOV was set to some ridiculously high value. I have no idea how I did it or how to do it again. Could someone help me?

Command prompt is part of windows. On your computer you should open up your Halo Custom Edition older, hold down shift and right click. Then click on "open command window here". You can also make a shortcut to cmd.exe in the system32 folder and change the "start in" folder to your Halo Custom Edition folder. Or you could just copy CMD.exe from System32 into your CE folder like everyone else said. Accomplishes the same thing, really.
Too bad you can't drive it ingame.

Changed bitrate, nothing. Could it have something to do with Windows 7?
I've been trying to compile a new rocket launcher fire sound, but when I get it ingame, there's no sound. I set the sampling format to 16-bit PCM, bitrate is 44100Hz, mono. I tried using xbox, ogg, and wav codecs in Tool, no luck.
If you're using Vista/7, right click and go to Run as Administrator.
EVERYONE MAD
These tools don't seem to work with Windows 7.
