I ask because it might be interesting to run a content requests service, where those who fulfill requests earn raffle tickets for a monthly prize of $20 via PayPal.

The ticket earnings would of course be dependent on the type of asset, and fulfilled requests would have to be released publicly in the relevant request topic. So, sure you could rig the system by having members of your modding team request content that you're already going to use, but since the requested content would have to be immediately made public, that's the sacrifice.

Depends on what you mean by "new" assets. My group focuses on making something new out of bhngie/343 content.

That counts, and judging by the communities history, that's unfortunately likely to be the vast majority of requests.

This is a cool idea.
Original ideas and creativity are things that have become somewhat rare here in the past 4 years.
I think I'd be down for this.

If anyone is wondering how feasible giving away $20/mo is, I'm the guy that runs OpenCarnage.net, and we've been running the aforementioned raffle for over a year now (link). What's being proposed here is just an expansion on the ways tickets can be earned for it, and this expansion would definitely offer the most lucrative means to earn them.

Also, in regards to how the earnings will work for specific content requests, the plan is to have globally specified quantities of tickets rewarded for each basic type of content that may go into a complete asset, such as models, textures, animations, effects, and so on. This is so that you can build off of existing content and get rewarded for specifically what you contributed, and because most individuals can't complete all the areas of work needed to make a new weapon (for example) from scratch.

But most people are still around, as far as I can tell. In light of the recent frustration with the community that's being shown here, maybe this could help get people interested in actual work again. I've had this concept for a while now, but hadn't thought to try it for Halo because the community is very limited. If a good handful here show they're personally interested in the idea on the fulfillment end of it, then I'd love to give it a good try.

This sounds like a fine idea to me. If a request were to be within my means I'd be happy to fulfill it. It could definitely get people working on things again.
