What is it that causes them to be broken on PC/CE?
For instance: in Battle Creek, the item_collection tag for the rocket launcher is set for 120 seconds, and using a stopwatch we can see that it spawns correctly after 120 seconds. It does this consistently, every 2 minutes a new rocket launcher, regardless of the status of the old one.
However, the Active Camouflage item_collection tag is set at 60 seconds, but mysteriously respawns after 66 seconds, and so on.
I've read a million posts about this happening and it's not an unknown phenomenon; my question is WHY it happens.
What is the mysterious culprit behind this? Fixing it with server side scripting is simple, but tedious (spawning a weapon type on a timer, etc) because you have to manually input the xyz coordinates of each spawn point.
Is there a mathematical formula that is botched that would allow regular item_collection tags to be used again?
What is the "default" spawn time if the spawn time field in the item_collection tag is left at 0?
I would just like as much information as anyone has on this topic (backed up with sources or experience hopefully).

probably hard coded into the game? Just like the magnum damage..

It is unfortunate that there isn't more information about this floating around. This is one of the most glaring issues with the PC port.
Maybe Btcc can shed some light on this? Shameless call-out :P
