Kirby generally releases baselines, concepts and ideas all the time. He doesn't actively keep stuff from people, it's just as he says: "he's too lazy to finish out stuff in a complete and usable state". Kirby is always willing to help people though, he's awesome like that.
Tl;DR, if you want it, just ask him for it.
