Actually, 420 is only for low detail. The real number is 666.

There isn't a particular limit. But if you don't want your frame rate to be pain in the ass, it's advised to make it as low as possible. In this instance, LODs help a lot. (Level of Detail. Superhigh, high, medium, low, superlow.)

I usually try to keep bipeds under 10k, weapons under 8k. CE weapons were only 3k, MC was 5k

Halo combat evolved bipeds range between 1000 - 4000 triangles approx.
Modern day games such as cod use 10 - 15000 triangles.
So I'd suggest if your using a ripped biped keep the tri count between the 4 - 6000 range.
