To be contrary here, I'm not entirely sure why publishers are always painted as monopolistic overlords hungry for cash. Certainly a few objectively are, but at the end of the day they're hiring a development house to complete x project in y timeframe, and the latter sign a contract knowing full well when their deadline is. If any corners are cut to meet the latter it's ultimately at the feet of the devs for accepting an untenable job from the outset.
I don't claim to be an industry expert but I imagine the same holds true for in-house studios - if EA goes to Bioware and says 'hey make me a nice fleshed out rpg in 6 months' then BW may not be able to reject the request offhand, though I can't see why they couldn't renegotiate to a more realistic goal at the start instead of doing so a month or two before ship date and then insisting they're being 'rushed' when the parent company declines to renege on any advertising material and/or promotions they may have started in the interim.
tl;dr fault lies on both ends when you get a Watch_Doges.

love the dev's the pubilshers need to stop be hungry for cash that why some gaming companies don't always want the money (not that I know of) but you get the point and take a look at project contingency.
