Havent logged onto Halo maps for some time but lurkin at stuff all the time.
Anyways, tried all the basics and been checking all the forums regarding this situation with no luck. 3ds max hangs on the splash screen saying "Starting 3ds Max..." it still uses cpu. Anyone ever had it or fixed it?

That used to happen to me with max 8. What I did to fix it was go into my program files, and delete the folders for the installation and reinstall the program.

I've heard of a few programs that conflict with 3ds max versions in both macs and windows, if you can think of any program/programs you installed just before you noticed the issue with 3ds max then that's a start.
As an example a person running a 64 bit windows ultimate os, installing 3ds max 11 32bit on it and getting no further than the splash screen, but installing the same version of max on a windows 7 Home 64bit os, and having no issues.
You didn't mention if it's 32 bit or 64 bit you are running, and which os.

win 7 home prem 64 bit 32 bit 3ds max 11 It worked before for a few months.

Okay, when you uninstalled it did you go to folder options/view and enable show hidden files and folders and drives, then into hardrive/Program Data and delete the Autodesk folder from there too before running ccleaner, only check mark the 3ds max and autodesk related stuff then reinstalling max 11?
Another thing, other people had fixed the stuck at splash screen by setting affinity on i7's with 6 cores and 6 virtual cores, but that i doubt is something you need to worry about as the program worked for you for a while, if the i7 6 core thing was the problem it wouldn't have worked at all untill affinity was setup.
